My guess is a Spark Photon and BLE on a board with custom .NET MF firmware. All you would have to do is make a few changes to the scatterfile… Maybe?

I guess that blue board is an ESP8266 module. It (Xtensa core) does not have enough resources to run NETMF directly, so another micro is needed… So, NETMF WiFi node, possibly accessible via HID or Serial (USB CDC?), relatively power hungry (~300+ mA?)
