Weird handshaking is supposed to not work on G400…

According to this UART handshaking is NOT supported on the G400/Raptor:

G400

•4.3.6.0 Firmware
•4.3.6.0 Loader

Changes
•Fixed the WiFiRS21 failing under certain conditions.
•Fixed TinyBooter not being accessible when using serial debug.
•Improved USB client stability.

Issues
•UART handshaking does not work.
•Low power is not implemented.
•RTC alarm is not implemented.

Status went from Proposed to Open.
Priority went from Unassigned to Minor.
