no, because USBizi doesn’t use the inbuilt networking stack (that MFDeploy would set).
You have to do it in code for the Wiz5100 chip; you could “fudge” that with a file on SD card for instance so you don’t have to compile it into the app, if you really didn’t want to do DHCP (but whose network these days doesn’t support that?)
