Yesterday a chip searching google, I found NetDuino and then I found Panda FEZ, which is similar to the bone working tool I Arduino. Denotes that it is a powerful card projects.

You can have schemes in Eagle?
They sell the components individually?

*** Hardware is open. . The port of the .NET Micro Framework on the chips is not open source.
