No. The premium library requires firmware components which are not present in the Cerb-family (or Hydra, for that matter) firmware.

Not necessarily technical, no.
Policy limitation. GHI is protecting their profits by segmenting their products; the commercial closed-source products which are full-featured, and the OSHW products which are open source but more limited. An entirely reasonable thing to do.
I think somewhere there is a community firmware project. That might help with adding extended functionality
