Good news. Looks like the new version of Productivity Power Tools has fixed the Add Reference issue with not being able to see NETMF assemblies.
If you have prior version, just update it from the Extention Manager.

May have spoke too soon. You see the GHI assemblies, but that NETMF ones. O well. Disabled again.
Can you just browse and add that way?
