Apparently, that took place in Three Oaks, Michigan. Perhaps the GHI crew was behind that? Here’s a different angle.
It looks a little like the tardis. Do you suppose it’s bigger on the inside

That’s a lot of effort just to empty the loo.
and I’ve never seen an exclusion zone around a loo quite that large either. The last person to use it has some explaining to do !
