it depends 
there are probably two names that I am aware of - “strip board” or “veroboard”. According to Wikipedia, [url]http://en.wikipedia.org/wiki/Stripboard[/url] Stripboard is the generic name and veroboard is a specific trademarked product name.
These are equipped with strips of copper between the pads that you cut as required, or there are perfboard that only have solder pads that you can then wire up as you need.
