We bought microcontroller Fez Panda II. How is the power output on 5V pin? Can I mount 2W User?

you only asked about the 5v rail !

for the 3v3 supply, you go through a VREG. You can check the schematic and the chip datasheet to see what you can draw. In practice I would suggest your biggest hurdle will be the heat dissipation in the input-supply down to 5v regulator, because if you have too high an input voltage or too high a current draw you will overheat the 5v VREG. There has been less discussion on the VREG that goes from 5v to 3v3 over the years so I expect you’ll find that to be not overly a large concern.
