HIre someone? You? for programming FEZ - Joomla site - PHP

I am looking to hire someone to finish a project using the Cobra board. I found someone and they have completed about 60% of the website the FEZ talks to. This is over my head so, I am looking for someone who knows - PHP - Joomla and the cobra FEZ .net.

Overview -

  1. Alerts via temp & smoke sensors (set via web)
  2. dates and reminders set Via website etc.
