Yeah, they are taking orders but extending the fab time. PCBgogo also seems to be taking orders too.
Sorry to revive an old topic but maybe this will be useful. With the upcoming Chines New year, Feb 6 - 18 many Chines board houses will be closed or limited production. PCBWay, who I used for my last set of boards, is one of those. JLCPCB will only be running 1 and 2 layer production.
According to a chat session with AllPCB they will not be shut down. So if you need boards quickly during February they might be an option.

AllPCB is the best, they were not shutdown during last year, just diminished capacity and production few days longer then usual and DHL was late a few days as well but that’s about it. And yes they work during their new year.
