This is next day at work and i just installed it as a standard user - it was a breeze. (Although this is not a 6 yo. laptop but a 12 core HP workstation 
)
Anyway, it works fine, the standard-user-install doesnât seem to be the issue.
The VSC# was installed from THE SAME ISO I used above.
I guess this narrows the problem to the VS web install.
