i am a control systems engineer by trade,so one of the first things i tried was a different lead and then combined that with a different device to totally iliminate the lead and pc usb port. I have sent a email to ghi as requested, I havent probed about on the board with a meter as its new out the box and didn`t really see the need specially as the power led is on, and my meter is currently on my work desk

Maybe my post is useless if you solved already the issue.
Since vista MS incorporated a security that blocks a driver unsigned or sometimes for no obvious reason MS doesn’t recognises the signature. If this happens you think your driver is installed but in fact MS stops it without message. In order to avoid that start a CMD with Admin privileges and run the following command bcdedit.exe /set nointegritychecks ON
. Reboot your PC, reinstall your driver and see if it works.
I had an issue like that with a usb RFID reader, everything looked fine but no way to use it until I did that.
