RLP? Yes you can but you need hardware tools and this will not work in all boards.

If you know how to use JTAG then it is the same thing. It works on open source and G400
@ JustinKScott - The article below might help get you started, you will as Gus mentioned need a JTag device to do the same on a GHI board.
I use G120 based systems. Never used JTAG so far.
