DC Motor Shield External Power?

I’m pairing a DC Motor shield that I bought from GHI with the Panda II. I understand that the shield will get power from the Panda II’s source (which is limited to 9V), but I should be able to supply power directly to the DC Motor shield to provide a higher power level to the motors than could be sent through the Panda II, right? After several days of searching I cannot find any examples of this. I’ve seen it with other similar boards, but not this one. For example this board (which is a 2A version of the one I have) has power input and jumpers to indicate the power source:

Do I need to add the blue input power terminals to the board? There are “PWR IN” holes on the board. The closest thing I’ve found to an answer is this, but it’s not very helpful:
