I’m wondering about the WinRT, or Windows Embedded myself.
I don’t think it’s possible to GET WinRT without hardware, Microsoft only sells it to OEMs. On top of that, you’d have to create the hardware-specific parts of it, like you would for CE or Windows Embedded.
