High state on pines IO60P16 module

High state on pines IO60P16 module startup or restart the motherboard FEZ Hydra. Is this normal? After a full load all about.

I think they are inputs but with internal pull up resistor.

IO60P16 pins on the module are defined as output. When I apply power to the motherboard all the pins on the module have a high state. This can be seen as discrete control module responds immediately, thinking that pines high state. Once the firmware is fully loaded, and all the pins are defined as output, while high levels disappears. The problem is when booting. IO60P16 module controls the motor driver, and this is critical. Correct if I’m wrong, or tell me how to pull out. Thank you.

Add a 1k resistor between a pin and ground to make it low.
