I don’t see the “GhiElectronics.TinyCLR.Networking.Ftp” nuget package in the “TinyCLR OS Libraries v2.1.0-rc1.zip” file from the documentation download section. Should I be looking somewhere else for it?

Correct because we do not feel it is ready yet. You are welcome to grab the sources from GitHub and also feel welcome to contribute any fixes.
