Can I asume it would be safe to connect PB 10 and PB11 on a cerb 40 to an FTDI-usb (respective TX and RX pins) cable to get serial comms via USB to a PC?
I dont have a Cerb 40 yet but ive got something cooking in my head.

Correct, assuming you get the 3.3V version of the FTDI TTL cable/board and PB10/PB11 are the COM port pins.
They’re just TTL signals, so yes, connecting to a FTDI USB-TTL cable will work, or any of the cheap alternatives (like CP2102, see http://www.ebay.com.au/itm/USB-2-0-UART-TTL-6PIN-Connector-Module-Serial-Converter-CP2102-New-/280776534912?pt=LH_DefaultDomain_15&hash=item415f95eb80) would work fine.

Edit: I never ever thought i would be in a position to even consider doing actual non hobby POC. But thanks to GHI and everyone on this forum i feel i can tackle this head on.
